Doctors are prohibited from conducting telemedicine without permission
Health development planning commission recently issued "about promoting the opinions of the remote medical services of medical institution", stipulates that "the medical institution shall not carry out the remote medical service", and "the medical staff to the medical institutions outside the patients directly provide remote medical service, shall be subject to consent by the practice registration of medical institutions, and use the unified information platform of medical institutions."
The so-called telemedicine, according to the definition of the NHFPC, refers to the medical activities in which a medical institution (the inviter) invites other medical institutions (the inviter) to provide technical support for the diagnosis and treatment of patients in the medical institution by means of communication, computer and network technology. At the same time, medical institutions use information technology to directly provide diagnosis and treatment services to patients outside medical institutions, which also belong to telemedicine services. Specifically, the service items covered by telemedicine defined by the NHFPC include: remote pathological diagnosis, remote medical imaging diagnosis, remote monitoring, remote consultation, remote outpatient service, remote case discussion and other items specified by health authorities above the provincial level.
The Commission of Health and Family Planning has also made it clear that the telemedicine policy referred to here is mainly to regulate the medical behavior between hospitals, which is targeted at vertical level hospitals (city-county-township cooperation) and joint hospitals (medical consortium, corresponding assistance hospitals and academic cooperative hospitals).
